Disclaimer: Asura is based on a character from the manga/anime Soul Eater. BUT, in personality he's quite different, and works as a very different character. Powers a are also alike, bue he has less, and they aren't as strong.
Name: Asura Kishin
Gender: Male
Age: 856, unless angels on this site age like normal humans, in which case he's 23.
Species: Fallen Angel
Status: Single. Anyone he gets together with would have to be someone with a gentle personality to offset his rather violent personality.
(That's a chibi version of him, just so you don't get confused)
(This version is less well done, but his proportions are more natural, and you can see him wielding the 2nd Vajra)
Appearance: Asura, due to the law he broke and made him fall, is slightly mutated out of his previous angelic form. For example, he has three eyes, two normal (for him) looking ones with red irises (the colored part) and a third one on it's side in between the other two. Look at the picture for details. You can see the center one. Along with this, his wings have disappeared, replaced by four scarves made out of his own skin. He can control these scarves like their his own limbs, and are MUCH tougher than they look. He also has a helmet made out of his skin, which has eyes on it for each of its three parts. That helmet is currently open in the picture, but he can also enclose it around his head at will, and its just as tough as his skin scarves, and he can see through it. You can also see three eye markings on each of his hands, but those are not useful as eyes, and are just simple markings. If you look closely, you'll see that his hair also resembles eyes, but he can't see through them. The very act of breaking the law mutated him, it wasn't a punishment, so even if he is accepted back into heaven, his current form will stay.
Personality: For a fallen angel, Asura is downright messianic. He believes that as an angel, even a fallen one, that it his duty to help humanity wherever he is, and beat back the darkness. However, he's still a FALLEN angel, and his messiah tendencies are slightly... darker. He isn't afraid to fight fire with fire. In a world like Earth, where moral absolutes are impossible to find, he will use underhanded tactics, preemptive strikes, and otherwise act like Genghis Khan's patron saint in his quest for "peace". As a "messiah" he doesn't hesitate to sacrifice himself for the masses, in fact he would die a thousand times and just as well accept a life of sheer torture to reach his goal. Thing is, he's graduated from the old testament school of Utopia Justifies The Means. So while he'll hug orphans, he won't hesitate to make them with bizarre doctrinarian attacks on the Forces of Darkness. It's this very attitude that means he'll probably be walking the Earth as Fallen angel, never quite falling into the netherworld, but neither able to deserve getting back into Celestia Heaven.
Asura has one major weakness. He simply CANNOT deal with being afraid, and can't remain calm at all if he can't fix the problem causing his fear. Asura often holes up at The Hospital on Earth, and considers Dr. Turner a friend instead of just someone to go to when he needs something.
Abilities/Skills/Weapons:
Vajra: The holy item that Asura used as a weapon while he was still part of heaven, Asura still possesses his Vajra, as the law he broke prevents it from ever being separated from him... he ate it. Despite this, Asura can still open his mouth, and the Vajra sticks out of his mouth. Using it, he is capable of firing blasts of holy energy from his mouth, or spin like a drill, creating a twister-like air current around himself that gives him unrivaled piercing power. While doing this, he cannot turn, so he better be d**n sure he's heading in the direction he wants to go. The only things capable of blocking it would be barriers by the Seraph, or the absolute leader of the netherworld. The vajra looks like this images2.wikia.nocookie.net/souleater/images/d/dc/Vajra.png
Soul Double: A specific holy spell, Asura places his hands in a prayer like manner, and two crosses appear on either side of him containing in a circles of silver light. Each one then launches as blast as powerful as the one fired from his vajra.
Skin scarves: The acraves mentioned in Asura's appearance earlier, they are extremely tough, able to resist all but the most powerful of attacks, and function as extra limbs for Asura, meaning he can use them as arms or shield himself from attacks using them. Since their just skin, they can stretch much farther than normal parts of the body, giving him very great reach. He does have a sense of touch in them, so if something DOES manage to damage them, he will feel pain from it. But, if cut off, eventually they will grow back.
Soul Shield: another holy spell like Soul Double, Asura also places his hands in a prayer like manner, but this time, only one of the crosses surrounded by a circle of silver light appears, and instead of being on either side of him, it appears wherever Asura wants it too, but after it is brought into the world, it ceases to be wherever he wants its to, and he must expend energy to make another. Asura uses this when the skin scarves either aren't strong enough, or simply don't have enough surface area to block an attack on himself, or when he needs to defend someone to far away from himself for the scarves.
Vajra 2: Another Vajra that Asura carries around. Unlike the original, which cannot come out of his mouth, this vajra is carried around freely, allowing him to use it as a weapon normally. However, also unlike the original, its not an angelic item, just a normal vajra, meaning its incapable of firing blasts of holy energy, or piercing absolutely anything. Instead its simply used in the way a normal vajra is used, a simple tool and weapon. Asura is very skilled with it, able to outdo those who wield immense swords with the rather small buddhist tool. However, the vajra is still a holy item (they are in real life. It's like a cross, except its also a weapon and tool), allowing Asura to deny access to a certain area for demons, devils, netherworld fairies, ghosts, prinny's, the undead, and vampires, and angels that have fallen ALL the way by burying it in the ground in that area. The area he can block is rather small, but its absolute, stopping them from even sending magic into the area, but only if they are of the races just listed. Any other race can freely enter. This vajra looks different from the other, instead like this www.asianart.com/lieberman//large/vajra.ghanta-dorje.lg.jpg
Angel's Kiss: Another holy spell, this one's rather simple. Using it, Asura can completely heal others(but not himself), but to do so, his lips have to make contact with their skin. Because of this, he doesn't like to use it, feeling embarrassed to do so. However, if a person's life depends on it, he will use it, unless of course he feels they don't deserve it, in which case he'll probably just put them out of their misery with a shot from his vajra.
Third Eye: Surprisingly, the third eye that Asura gained when he mutated DOESN'T have any supernatural abilities. It's just an eye. BUT, because of it being a third eye, Asura gets downright supernatural depth perception. Instead of binocular vision, he has triocular vision. This doesn't give him any new abilities in sight, but instead enhances his binocular vision. "By using two images of the same scene obtained from slightly different angles, it is possible to triangulate the distance to an object with a high degree of accuracy." is what results from binocular vision. The third eye gives yet another angle to view from, greatly enhancing his ability to aim and judge distances. This means that with long distance attacks, Asura is a master sniper, even without that great a deal of training. He won't miss, you have to dodge.
Levitation: Even though his wings are gone, Asura is capable of levitating, so he can fly just as well as the average angel(non-fallen).
History: Asura was born an angel in heaven, desiring peace just like every other angel. However, he was more violent(irony) about it. He believed that angels should stop ALL wars, and interfere in human matters freely. His views were radical, but they weren't actually against the law, so he was free to preach them. But, because of those views, the bureau (bureaucracy. Every government needs it, and heavens the same) stopped the man from advancing it political rank beyond "trainee". However, despite this, they couldn't stop him from growing stronger in personal power.
As a trainee, he had access to one angelic item as a weapon. Asura chose the vajra, "a ritual tool or spiritual implement which is symbolically used by Buddhism, Jainism and Hinduism, all of which are traditions of Dharma." As a material device, the vajra is a short metal weapon that has the symbolic nature of a diamond (it can cut any substance but not be cut itself) and that of the thunderbolt (irresistible force). The vajra is believed to represent firmness of spirit and spiritual power. To someone with Asura's personality, the weapon seemed perfect. While it's length was negligible, as an angelic weapon, it WAS its symbol. It could not be cut, and it could cut through (almost) anything. It could also use Asura's spiritual energy to fire off a beam with the force of thunderbolt.
Using this tool, Asura became quite powerful through training. At this point, he still had not broken rules, and was able to get passes from Heaven to Earth to go and help people. However, he was more concerned about demon attacks, and when humans fought each other on grand scales than when a human was in a morale problem. At one point, when humans were fighting an all out battle AGAIN (they did that a lot), Asura managed to get a pass down to try and quell the fighting, but in his hurry, he had forgotten his vajra, leaving the angel pretty much useless. In despair, once the fighting was over and he had come back to the heaven's, he made a promise to himself. He would never let himself be powerless again. So, in order to make sure he would always have access to his vajra, and never forget it, he swallowed it. Eating an angelic item was a rather obscure rule in heaven, but it was still a rule, and for good reason, as the sudden influx of that much magical energy instantly mutated the angel from his angelic form into his current eye-covered, skin scarves/helmet self. Obviously, he couldn't hide this, and his body had completely absorbed the vajra, making it impossible for it to separate from him without killing him.
He was banished from heaven, an angel who didn't even have wings to break anymore. In despair, he made the best of a bad situation, realizing that he now had a permanent pass to stay on Earth and do his angelic duties, as he thought of them. It took him quite a while to master the abilities his new form granted him, but he did it. Having done this, he started being a vigilante against the forces of Darkness. He is still doing so. Now, he often holes up at the hospital, and considers Dr. Turner a friend instead of just a doctor.
Other: Unlike other fallen angels, whose wings are merely broken, Asura's are gone entirely, mutated into the skin scarves of his. This was not a punishment, but a side effect of breaking the particular law that he broke, and he's stuck looking the way he does forever, unless he drops into hell, in which case he'll mutate even further. But he can't go back to normal.
Also, the law he broke was a mistake that he broke in attempt to better help people.
Fun Fact: Is Asura were to fall all the way into the Netherworld, he would become a demon of madness, able to drive people insane if they looked into the eye on his forehead.

Roleplay Sample: The red-shirted man limped into the doors of the hospital, right hand clutching the wound on the lower left hand side of his stomach. He was bleeding badly, and his current way of walking showed that. He was wearing four long, skin colored scarves, along with three more scarf-like things right nect to his neck. Unlike the normal, the scarves were limp, much like his left arm at the moment. "Doc..." mumbled, Asura as some of the hospital staff rushed towards him to catch him, as he seemed about to collapse. "... I'd appreciate some help..." he said, just before falling unconscious, being caught by one of the nurses. His eyes slowly closed, the nurse nearly collapsing under his weight. Limp bodies are HEAVY.
Someone yelled. "Someone get Dr. Turner!"
